    HMO Licensing in Leeds

    You are looking at one of the best HMO cities in the country, but Leeds is no longer the wild west. You have mandatory HMO licensing, selective licensing expanding from February 2026, and big Article 4 coverage across the student belt.

    Core licensing position (Leeds, 2026)

    Mandatory HMO licensing

    Same national rule:

    • 5 or more occupants,
    • forming 2+ households,
    • sharing facilities,

    need a mandatory HMO licence.

    Additional licensing

    Despite some blog wording, the current position is:

    Leeds does not currently operate an additional HMO licensing scheme.

    Citywide Housing explicitly notes: "Leeds Council are not currently operating any additional licensing scheme."

    So 3-4 person HMOs are HMOs in law, but do not currently need an HMO licence, unless they meet the 5+ threshold.

    Selective licensing

    This is where things have changed.

    Leeds has run selective licensing in parts of Beeston Hill, Holbeck and Hunslet for years.

    A new East, South and West Leeds selective licensing scheme was approved in October 2025 and takes effect 9 February 2026.

    Coverage from February 2026 includes around 12,500 privately rented homes across parts of:

    • Armley
    • Beeston Hill and Holbeck
    • Hunslet and Riverside
    • Burmantofts and Richmond Hill
    • Plus parts of other inner-city wards.

    Key points:

    • Selective licences are required for single-lets and any rented property in these areas, not just HMOs.
    • Larger mandatory HMOs are generally exempt from selective licensing, but you still need to check specific rules.
    • Fines for operating unlicensed in selective areas can be up to GBP 30,000 per property.

    Fees (2024-26)

    Independent licensing fee data gives you current ballpark figures:

    • Mandatory HMO licence (Leeds): GBP 975 (5-year licence).
    • Selective licence (Leeds): GBP 825.

    Citywide HMO cost breakdown for Leeds confirms:

    • HMO licence fee ~GBP 825-975 every 5 years.
    • Compliance upgrades (fire doors, alarms, EICR etc) often GBP 2,000-4,000 even for a simple 4-bed.

    Room size standards:

    Leeds applies the national minimum room sizes as licence conditions:

    • Single 6.51 sq m,
    • Double 10.22 sq m,
    • Under-10s 4.64 sq m.

    Article 4: where you need planning for HMOs

    Leeds has one of the most extensive Article 4 networks outside London.

    Article 4 directions remove permitted development rights for C3 to C4 HMOs in large swathes of the city.

    HMO-specialist planners summarise Article 4 coverage as including:

    • Headingley
    • Hyde Park and Woodhouse
    • Burley / Kirkstall
    • Horsforth
    • Moortown
    • Roundhay
    • Weetwood
    • Adel and Wharfedale
    • Armley
    • Burmantofts and Richmond Hill
    • Gipton and Harehills
    • Chapel Allerton
    • City and Hunslet

    In all those wards:

    • Any new HMO (3-6 sharers, C4) needs planning permission, not just a licence.
    • The council scrutinises new HMOs to avoid over-concentration, especially in the classic LT (LS6) student area.

    Student HMO market and key areas

    Universities

    University of Leeds and Leeds Beckett have large student populations, driving demand for shared houses and HMOs across LS6 and surrounding areas.

    Key HMO areas

    Headingley (LS6): Traditional student HMO area; high density of larger houses. Strong demand but high competition and Article 4 constraint.

    Hyde Park / Woodhouse (LS6): Very high student and young-professional demand. Some of the highest HMO density in the city.

    Burley / Kirkstall (LS4/LS5): Mix of students and young professionals; popular due to transport links and slightly better prices.

    Harehills / Gipton: High-density, lower-value stock with many HMOs; more management-heavy, but strong yields.

    Beeston / Holbeck / Hunslet: Significant PRS and planned selective licensing coverage from Feb 2026; more complex regulatory environment.

    Typical room rents

    Room listings for Hyde Park / Headingley show:

    • Double rooms in student HMOs around GBP 450-650/month including bills (roughly GBP 104-150 pppw).
    • Premium rooms or ensuite in well-finished houses can push to GBP 650+.

    So in your yield models you should default to:

    • Standard room: GBP 500-550/month including bills in LS6.
    • Premium room: GBP 600-650/month.

    Council enforcement stance

    Leeds has long been active on HMOs, especially in Article 4 and inner-city areas:

    • Tight planning and refusal of HMOs that tip an area over threshold.
    • Licence inspections checking standards and room sizes.

    With the new selective licensing scheme from 9 February 2026, enforcement is ramping up on the single-let stock in Armley, Beeston Hill, Harehills and surrounding wards as well:

    • Landlords must apply for a selective licence or face fines up to GBP 30,000.
    • The council has explicitly warned of full enforcement, not a soft start.

    In practice:

    • Leeds is not quite as aggressive as Newham, but it is not lenient.
    • You should assume they will enforce both HMO and selective licensing and take planning seriously in Article 4 wards.

    What Leeds forums get wrong

    Myth 1: "Leeds has no additional HMO licensing, so I do not need any licence for 3-4 sharers."

    Reality: It is true there is no additional HMO licensing scheme right now, so 3-4 sharer HMOs do not need an HMO licence. But if you hit 5+ occupants you still need a mandatory HMO licence, and many of your "simple" HMOs are in Article 4 and selective licensing wards, so planning and selective licences can still apply.

    Myth 2: "Selective licensing only affects a tiny patch in Beeston; my LS11 terrace is fine."

    Reality: The 2026 selective scheme covers around 12,500 homes across parts of Armley, Beeston, Holbeck, Hunslet and other wards. It is not a token pilot. If your terrace falls into the map, it needs a selective licence even if it is a bog-standard single-let.

    Myth 3: "Article 4 is just Headingley and a bit of Hyde Park."

    Reality: Article 4 now covers a wide ring of wards including Adel and Wharfedale, Armley, Beeston Hill and Holbeck, Burmantofts and Richmond Hill, Chapel Allerton, City and Hunslet, Gipton and Harehills, Headingley, Horsforth, Hyde Park and Woodhouse, Kirkstall, Moortown, Roundhay, Weetwood. You cannot assume a new HMO is PD just because it is outside LS6.

    Myth 4: "HMO yields in Leeds are huge and compliance is just a form."

    Reality: Net yields can be excellent, but HMO compliance in Leeds (licences, fire safety, upgrades) typically costs GBP 2,000-4,000 even on a simple 4-bed, plus GBP 825-975 per licence every 5 years, plus planning risk in Article 4 areas.
